Carroll & Scribner’s immigration law practice includes a diverse and comprehensive range of services designed to assist entities and individuals navigate the complex regulations governing the employment and status of foreign nationals in the U.S.  Our practice includes a substantial focus on representing regional centers, project developers and investors in connection with the EB-5 Immigrant Investor Program.  Additionally, we advise businesses and individuals with their immigration needs, including:

  • Visas and Work Authorization.  Securing and maintaining work and travel authorization, labor certifications, visas, and temporary or permanent residence status for foreign nationals, using strategies best suited to the clients’ short-term and long-term goals;
  • Multinational Business and Investment.  Facilitating employee relocation, cross-border business visits, and strategic planning regarding entity formation and financing.
  • Restructuring / Mergers & Acquisitions.  Counseling on immigration consequences of proposed deals, successor liability/due diligence regarding past immigration violations, and assisting with transition of foreign national employees into new entity.
  • I-9 / IRCA / LCA Compliance.  Conducting audits, policy review, and providing counseling/training on best practices regarding HR procedures and recordkeeping, as well as defense of enforcement actions.
  • Legal Opinions and Waiver Applications.  Evaluating issues relating to admissibility, removability, eligibility for waivers or other relief, and immigration consequences of federal and state criminal convictions.
  • Naturalization and Citizenship.  Assisting individual clients with confirmation, acquisition or retention of U.S. citizenship.

Deborah P. Volk is a partner in the Burlington, Vermont firm of Bothfeld & Volk.  Her practice is limited to immigration and nationality issues.  She has been a member of the American Immigration Lawyers Association since 1990.  Ms. Volk served on the Board of Directors for the Vermont Association of Criminal Defense Attorneys and she currently advises many of the Association’s members regarding immigration consequences of criminal actions.  She has addressed Canadian Members of Parliament, justice officials, members of the judiciary and other government policy-makers at the National Forum on Criminal Records, sponsored by the Honourable Senator Serge Joyal.  Ms. Volk has lectured extensively on immigration law at attorney conferences with the Montreal criminal defense bar, Montreal legal aid and juvenile defense bar, the Quebec bar and the Vermont state and federal public defenders associations.  She was a presenter at the annual judicial seminar for the Montreal Municipal Court.  Ms. Volk has been an annual presenter at a post-graduation issues workshop for international students at Middlebury College and she has participated in similar workshops for the University of Vermont.  Her range of clients have included immigrant and non-immigrant professionals, entertainers, priority workers, employers, relatives of U.S. citizens, students, schools and colleges, people who have violated their status, people whose vehicles have been seized, battered men and women, people facing criminal or immigration proceedings, businesses facing sanctions, treaty traders and investors, and intracompany transferees.  Ms. Volk received her Juris Doctor from Northeastern University School of Law, and her Bachelor of Arts, cum laude, from Boston University.

I am the founder and owner of the Law Office of Sidney Collier, PLC, and have 10 years of experience working exclusively in the area of U.S. immigration and nationality law.
My primary focus is employment-based immigration matters.I have successfully assisted clients with H, L, and O temporary visas, and permanent residence matters including Extraordinary Ability, Outstanding Researcher, Multinational Executive/Manager, and PERM labor certification cases.I have also worked with employers on I-9 and H-1B compliance issues.I have proudly worked with all types of businesses, from small start-ups to large, multinational corporations, and worked with clients in the hospitality, international business, scientific research, engineering, technology, accounting and marketing sectors, and college and university settings, among others.
I also focus on assisting clients with all facets of family-based matters including marriage-based petitions, and have a special affinity for naturalization cases.I am also passionate about women’s issues, including VAWA and gender based asylum claims.

Prior to moving to Vermont with my family, I worked in high-volume law firms in both Washington, D.C. and Philadelphia, Pennsylvania.I attended the American University’s Washington College of Law in Washington, D.C. (cum laude) and The George Washington University in Washington, D.C., where I majored in International Affairs, with a concentration in Latin America and a minor in Spanish.
I am a member of the American Immigration Lawyers Association, the Vermont Bar Association, and the Washington County Bar Association.I am an active member with the state bar of Vermont.
